Refinery Safety in California: Labor, Community, and Fire Agency Views

This report responds to a January 2013 request for technical assistance by the Governor’s Interagency Taskforce on Refinery Safety. The report was first released by LOHP on March 27, 2013. This revision, released June 4, 2013, includes the views of the California Building and Construction Trades, as well as new information on the interim findings of the U.S. Chemical Safety and Hazardous Investigation Board (CSB) and updated information provided by labor unions, community groups, and fire agency officials that originally appeared in the 1st report.

In honor of our 50th anniversary, LOHP is highlighting landmark moments in our org’s history and in the history of the fight for safe jobs, healthy lives, and worker justice. This week we remember the establishment of The National Institute for Environmental Health Sciences Worker Training Program. First established as part of early environmental legislation to protect workers cleaning up superfund sites, the Hazardous Waste Operations and Emergency Response training, known as “HAZWOPER,” supports workers who handle or clean up hazardous or biological waste, respond to emergency releases of hazardous materials, or respond to natural or manmade disasters.Today, LOHP continues to offer HAZWOPER training and, in the era of climate change, LOHP develops community-based programs in English and Spanish to train workers in disaster preparedness and emergency response. #SafeJobsTogether #LOHP50 ... As a domestic worker, Guillermina Castellanos experienced the effects of cleaning with toxic chemicals. She knows workers who were injured on the job from falls or lifting elderly patients. And, as the climate crisis intensifies, she knows workers who were being asked to clean up after wildfires, inhaling ash and getting sick.Castellanos has worked closely with LOHP to develop peer leader training so domestic workers themselves can engage in training others on how to work safely and speak to their employers to negotiate for the supplies and support they need. As the co-founder of La Colectiva de Mujeres, Castellanos worked with LOHP to develop the Communicating Our Power and Hope Campaign to elevate the dignity and power of domestic workers and to communicate this work as a critical component of our economy. This week, we remember The Occupational Safety and Health Act of 1970 that established the Occupational Safety and Health Administration (OSHA) to protect workers from harm in the workplace.Since OSHA’s establishment, injuries and illnesses have gone way down, but there is still much to be done. Workers of color have higher rates of workplace injury.
